I also worked on that site in Wilmington. It was my impression that the
part we excavated had, at one time, been part of the cemetery surrounding
it, and that the land had been sold in the mid-1900s when it became a
parking lot.
Only part of the cemetery contained paupers, and there was a "children's
garden" section of mostly infants, some stacked 3 & 4 deep. There were,
however, also folks from higher economic classes, including former pastors
(I think?). There were also several family groupings.
The remains were reburied in a nearby Catholic cemetery, but it wasn't the
one we were digging next to.
