My original reply was to respond only to Beethoven having oto-sclerosis
being the cause of his loss. This seems to be cleared up in your "experts"
agreeing he has nerve damage. Tinnitus is usually tied to the condition
a person has. If someone has sensori-neural loss and complains of noise,
the doctor assumes it to the loss type after checking out the ear for any
abnormalities. A roaring noise is common to neural-impairment. Again, it
is a guessing game trying out possiblites (vascular+oto-sclerosis) with
what is known today and applied to Beethoven.
