"Blooming crops or weeds" are not garden plants. Are you reading
from a crop use label of Sevin or a home garden use label (it sounds
like the former)

The interpretation of label statements is not always a black and white
affair. Before making blanket statements about what is legal
or illegal, the responsible thing to to do is get several
legal interpretations from county, state and federal pesticide
regulators.
