It is - without doubt a sharpener for cork borers. I have one - mine also
has a B in a circle. The cone shaped part is brass, it is cone shaped to
accommodate the various sizes of cork borers. The steel knife sharpens the
end of the borer when you rotate it around. You might be able to find a
picture of one in a lab supply catalog. I am enclosing a scan of my
sharpener for your comparison. Mine is approximately 20 cms long.
The one I have is about 25 years old but I think they are still made. The
borers are use to size holes for glass tubes for chemistry lab setups.
