I may be wrong, but I'm pretty sure that this is the address
for the Artifact e-mail list.  If you send a message to
Smoke at this address it will:  a). be sent to several
hundred people, or b). irritate the list moderator.  If you
want to test this, you can try sending one of the generic
listserv commands to [log in to unmask] to see if
artifact shows up as a list and not a person.
