The biggest factor is probably that it takes many years to complete a
Haydn Symphony cycle.  The management of the record company can easily have
personnel turnovers and/or changes in policy based on market fluctuations.
A lot can happen, and the more years that are involved, the more likely
that changes in policy will come about.

Another factor might well be that there were certainly quite a few cycles
in the works, and that might have scared off some record companies from
continuing with their cycles.

My personal opinion about these "super-sized" cycles is that each volume
needs to be released in quick succession; otherwise, completion could
just be a dream.  Suzuki on BIS is doing the Bach cantata series, but I
have doubts that it will ever be completed.  It is proceeding very slowly,
there's just one disc per volume, and all kinds of things could happen over
the decades to kill the project.
