I have heard nothing in the news about "Chinese Communists" running the
Panama Canal, due to a low-ball bid or for any other reason.  Is it not
impossible that the Honorable Mr. Smith was throwing a little "red meat"
("red herring," even), to the folks back home, what with an election coming
up?
