Because it isn't particular subcultures you are discriminating against, but distracting body modifications, of which high heels is one.

I'm no fan of these policies (making the Midwest seem stuck in the 90s, frankly--we're supposed to have become more tolerant and broadened our cultural understanding of beauty, alas), but agree with another responder that, given the mandate from on-high, the hair thing is a slippery slope. There are many "distracting" hair styles (and facial hair styles) as well as colors out there on the streets. Sometimes, organizations have banned themselves into a corner, and worse, discover they have unintentionally discriminated against subcultures that don't deserve the discrimination. (Think: dreadlocks.) (Ewy, stinky dreadlocks.)
