My public library provides access to those in EBSCO host online for free --  
some peer reviewed journals are full-text there.  Plus, they have a 
science-based reference source that I find helpful for basic definitons and 
explanations of processes. . But I still can't locate some things I need. I 
approached VSA about looking at this for members a few years ago. It would 
be worth the prices of the individual membership that ASTC was discussing.

Google Books provides some help in that area. It is a struggle to locate 
things for literature reviews.
