Hi All -

Horizon Research Inc. in Chapel Hill, NC has constructed some great instruments that measure pedagogical content knowledge about forces and motion (which might work for your high school physical science teachers), the flow of matter and energy in living systems, and plate tectonics. 

Horizon describes their instruments as measures of :

•knowledge of science content;
•ability to use science content knowledge to diagnose student thinking; and
•ability to use science content knowledge to make instructional decisions.

For pedagogical content we use the GACE (Georgia Assessments for
Certification of Educators)  It cover pedagogy and content.

Each test is available for a standard fee.  -Each state probably has
something like this through their teacher certification (although you
could use Georgia's although keyed to the standards as found in Georgia).

For just science  content we use Project MOSART developed by Harvard
