This response is surely anecdotal of course, but in 2004 the Smithsonian's American History had a small exhibit on election technology and they had a huge map on the floor in possibly it's highest traffic area that was a simple map of every county in America and what their dominate voting technology was. Though this was in fact a VERY high traffic area people loved it, so much so it was difficult to walk through the area for all the people crawling on the floor looking for their home county. (If you visited the pre-renvation NMAH it was where the old Foucault Pendulum used to knock over the pins on the first floor.)

This map had two simple messages. The rainbow of colors gave the immediate impression of a wide variety of technologies in use, and it enabled people to find their home county on a map at the Smithsonian. Short and simple, yet amazingly effective.


I think it comes down to quality of map, clarity of message, and emotional connection to viewer. No one is going to crawl on the floor looking at a topo map of Belize except Belizians.
