The museum I used to work for would contract out with a local Kite Flyer
club to build the hot air balloons. The kite flyers would build the
balloons out of a cellophane-ish sort of material and used tape to hold
it together. We used to use regular clear tape to repair small tears,
but the materials the kite flyers used to construct the balloon may have
been special kite material. The neck near the heat source was
reinforced to keep it in an 'O' shape and the top of balloon was
reinforced so the guide wire wouldn't tear the balloon. As someone else
suggested it would have been possible to use an old balloon as a
template, but the kite flyers seemed to enjoy the task.

Tent and awning shops are in the business of doing large, custom
sewing jobs.
I'm not sure how the internet has affected the industry, but not too
long ago it was a common heading in most local yellow pages.
