Sorry I'm late to this party, and apologies if what I'm about to say has already been covered.
Ten years ago, Jay Rounds wrote a wonderfully insightful article about evaluation for Museum News, titled "Measure for Measure."

In it, he argues that evaluation is a good thing, as far as it goes. It gets into trouble, however, when it is pushed into areas it is not designed to handle -- including, if memory serves, some of the areas Charlie has mentioned.
