Depending on the original concrete mix you may be able to have the pavers laser or water-jet cut with the text.  Pavers are generally not too expensive so I would get knew ones, have them etched, replace the old with the new and save the old as spares.

The folks who do the laser and water cutting can look at the pavers and tell you if they will work*.  If not ask them what will.

Some concrete pavers have more quartz pebbles than others and that can make it hard to get crisp edges.  They generally prefer to cut something more homogenous.
