I used to install exhibits at various facilities and some of the facilities did use ManPower type agencies with success. As others have mentioned there are strategies to mitigate the various pitfalls. Having the installation broken down in to discrete types of jobs can be really handy, and supervision is key. One strategy I haven't seen mentioned is starting the day very early. I came in to the East coast from the West coast and the museum wanted to start at 6am, I struggled that first day, but the host museum used an agency and found that the workers that were willing to report at such an early hour tended to be more useful on average than when they began the day at 8am or 9am.
I also worked on installations where we set up our exhibit at sites with no host, we ourselves ran and staffed the exhibit. We would put ads in the local newspaper for temporary workers, we interviewed and hired a day or two ahead of time. This was in the early 90s, I'm guessing with our current economy this strategy may work these days as well. We had to do background checks and all, but our HR folks were very helpful in speeding the applicants through the process.

Kim,
I agree with the comments of the others. Temp agencies are good "muscle"
for unloading trucks and moving items. Over time you will learn who the
better individuals are and can request they be sent the next time you
need work done. For many years I also used stage hands. They are more
expensive, but come with a few more skills.

We are considering using a temp agency to supply us the manpower we need
to set up and strike traveling exhibits. Has anyone had experience
using temp labor for this function and if so, what has your experience
been - good, bad? I have a small exhibits staff so the temp labor would
do the majority of the work
