I would like to thank everyone for the excellent responses to my question - 
both online and offline.

It is counter-intuitive attempting to accept the fact that a frequency shift 
can be observed if the speed of the wave front does not change.  But so is 
everything else associated with time dilation.  At least I feel better 
knowing that I am not the first to be slowed down by this question.

Furthermore, I will refrain from referring to red shift as a doppler shift. 
I do understand that it is not quite the same thing.

Again, I truly appreciate the responses and feel that I can probably 
continue studying the subject matter.
