Here's what has been successful for me. When it comes to school groups, I treat the group as one entity. Teachers/chaperones can't allow one student to stay behind while the rest of the group moves on. By treating the group as a single entity you are more likely to get participation.
So, for example as a group is leaving the formative evaluation space, the data collector approaches the group, making eye contact with the leader and asking the group (as a whole) a few questions. Keep it really short. It may be helpful to have a second data collector writing the responses while the first is asking the questions.
This is one of my favorite types of interviews to conduct!
