Hi Paul,

As a general rule, NASA images are not restricted by copyright.

NASA is a very large operation, with images being produced by a wide range of entities. My organization, the Space Telescope Science Institute, for example, is responsible for the dissemination of Hubble Space Telescope images, which we offer in "Full Resolution" (that is, every pixel we get, you get), which may or may not be "High Resolution," depending on what you're looking for. You can find info about our images here:
