Eric,
one possibility would be to feed a text to speach program the required phonemes and diphones, and record the output. Using some of the better text to speech engines ( that use processed real human voices as a starting point) might give you a resource that you can use. I have some utilities that can take text and output direct to wav files, via a text to speech engine. If you can;t find it already off the shelf, contact me off list and I'll see if what I can do is what you can use.
cheers

Hello, all:
For an exhibit that I am working on, I am looking for short wav or
aiff samples of phonemes and diphones. I know this is an obscure
request, but you all are as good a resource for obscure requests as
any group I know. Plan b is to record people talking and chop the
recording up, but I am assuming someone has already done that...
I have found this: http://freesound.iua.upf.edu, but they only have
phonemes, not diphones.
Thanks in advance.
