The Royal Botanical Gardens at Kew (London) has a childrens exhibition in one of its glasshouses called "Climbers and Creepers". Within that they have a "non-sand" sand-pit which uses coloured chipped rubber (as used in outdoo playground surfaces) as the play material. The floor itself is made of the same stuff, so the experience is more like digging into the ground. It seems very popular, but I don't know how often the material needs to be topped-up or replaced.
