Ok, thanks for the link, it was very helpful.  I understand the concept
that it is improper to base salary on a percentage of funds raised. 
However, our board wants to set up an incentive program based on how the
potential project manager does in helping to manage the capital campaign. 
Much of our board's discussion was about a merit bonuses, as well as some
way to encourage the person to stick with us during the campaign.  As
mentioned, this is the first time this person has worked in a position
where she actually manages a capital campaign but we think she has a lot
of potential.  Although we can pay a salary, it would start at a fairly
low level.  We want to increase it to a more competitive level as soon as
we can afford to.  Would it be ethical and reasonable to do quarterly
reviews and then increase salary at set amounts, regardless of funds
raised, if the project manager  is performing well?  The dilemma we have
is that we will also need to pay for architectural fees as well as capital
planning campaign costs, e.g. a feasibility study.   So there are more
potential future demand on our available funds than we currently have.  So
the PM will need to help us address the funding of these issues before we
can actually get started on the capital campaign.  On the other had we
don't want to put her in a position where she is underpaid because of
these other demands.
