Although I have not read the NY Times article on the Hubble, I do know
(from NPR reports and articles) prior to any discussion of Mars, that
there has been a very serious scientific debate and discussion about
when to let Hubble go so that money can be spent on other astronomical
tools (i.e other telescopes in space and on earth). Although there may
be some impact from the Moon - Mars intiative I believe that this look
at mothballing the Hubble is due to other scientific and technological
advances/issues.
