These seven points measure whether a community facility (usually a clinic in the UK) is Baby Friendly. Because most babies are born in hospital, this is about supporting bf after the first bit of initiating bf, but the principle could be similar where women give birth in community settings / home. Unicef UK do a leaflet detailing this -- don't know if it is available internationally.
