As someone in the Philadelphia area I checked out this website.  It does
state,  "[M]any of these children are bottle fed, in great part because
so many are cared for by someone other than their mothers."

This is a very big issue in this area, and in many other areas of the US.
 There are so many infants who are being cared for by grandparents and
great-grandparents, particularly in the inner city.  Many of these
caregivers are low-income.  In the Philadelphia area, foster families get
money to care for these children, relatives get a little, if they know
how to negotiate the system.  However, it is nowhere near the amount
foster families recieve.

I will contact the Greater Philadelphia Food Bank people on Tues. and
update the list.
