Martha, the full text of that resolution (as all others up to date of publication in 1997) is in The Code Handbook, by Ellen J Sokol, 1997, IBFAB in collaboration with Stichting ICDC, ISBN 983 9075 02 0. I bought this resource on code issues from Baby Milk Action in the UK. In the section of the book on 'worldwide implementation' of the code, there are 195 countries listed in 11 catagores: law, many provisions law, voluntary, few provisions law, some provisions voluntary, measure drafted, being studied, action to end free supplies only, no action, industry code, and no information available. The US si one of 18 countries in which there is NO ACTION on the code "these countries have taken no steps to implement the International Code". BTW, the UK is one of 27 countries with 'many provisions law' (and that ain't good enough, let me tell you), while there are 17 countries in the 'law' section -- meaning these countries have "enacted legislation or other legal measures encoumpassing all or substantially all of the International Code".
