Here is my two (three?) cents regarding accumulating papers:
I take no credit for this...learned it somewhere.
When a document comes into our hands, we are to act on it, delegate it, ditch
it, file it, or put it down for later.  The last category requires an action
first...place a dot on it with a pen or pencil.

Every time it is handled...another dot MUST be placed on it.

When it looks like it has the measles, it is time to throw it away.

Works for me.
