The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) in the US does provide vouchers for free formula for infants until their first birthday. It is mandated by federal regulation that all infants who qualify for WIC (based on income and nutritional risk factors), and who are not breastfeeding, receive a specified amount of iron-fortified infant formula each month (403 oz. liquid concentrated or 8 pounds of powdered formula). This should not vary from state to state. What may vary from state to state are the policies on providing supplemental formula for breastfeeding infants. Some programs are very strict about it, others less so. Also, what may vary is the amount of formula given to breastfed infants - each state sets their own standards (within guidelines provided by the federal regulations).
