JoAnn: It's best to use ABM up to a year of age, since cow's milk can cause bleeding from the baby's bowel and is associated with iron deficiency anemia. For children over one year of age, whole or 2% is ok, but not 1% or skim. I have a few questions about this mother's situation, though. Is the "2 full days" she's away night and day, or just 9 to 5? Why can't she pump? If she doesn't pump, that could cause her drop in milk supply and could lead to mastitis.
