The fat is entirely different.  The carbohydrate is somewhat different.
The protein is the same, but reduced in amount (some formulas change the
proportion of casein:whey).  Some minerals are reduced, some micronutrients
are increased.

Cow's milk-based formulas do pose the identical risk as far as diabetes.  I
know of a researcher in the dairy/nutrition field who is trying to create a
formula in which the particular offending protein has been filtered out.
