It is my understanding that transferring the baby from the box to the parent increases baby's stress; this may be the NICU's concern.  Once the baby is settled, snuggled onto mom's or dad's or sister's chest (I think there was a big sister in the original story), the baby's stress level will decrease below the stress level of being left abandoned in the box, allowing for better temperature regulation, better heart rate, faster growth, etc.  Because transferring is stressful, the baby needs to be STS with parent/sibling for over an hour to counteract the effects.  Oh, darn.  :-)  
 
Perhaps this NICU would be willing to conduct an in-house study...
