When I was talking about those $12-13 retail prices, I was talking about a "standard" size can of formula, what lines the shelves for miles to see, and what people here mean when they say "a can of formula": 900 grams (32 oz), sometimes 980 grams (35 oz). I assumed this because people were talking about a can of WIC formula lasting nearly a week. There are obviously more expensive brands, up to $18 and more, but the basic brands are "nutritionally adequate" and all regulated in the same way, and recommendations are that parents choose any of them.
