I am a recently retired LLLL.  Within the last couple of years (before retiring) our Area specifically asked LLL to clarify LLL liability insurance and if "permission to touch the mom/baby" included an oral assessment.  We were told it did not...Leaders are not trained to assess a baby's mouth, and the liability didn't cover it.  Permission to touch included help with positioning, holding the baby, etc., not an oral assessment.  Maybe this has changed?  If not, it may help clarify what might be beyond the scope of an LLLL and if/when it's necessary to officially change hats and/or refer.
