The palate is indeed shaped in utero by the movements of the tongue. Another cause of a high vaulted palate can be hypotonia in the muscles of the tongue, especially if it is very severe. This would obviously lead to sucking and swallowing problems as well. 

Please add to "bucket list": specific training in infant swallowing anatomy and physiology!
