You are absolutely right to focus on getting babies to breast with a
supplementer. Not sure what alternate methods of feeding are used often in
South Africa, I would recommend discontinuing the bottles and feeding by
another method (cup?). Then I would encourage continuous baby wearing (skin
to skin holding) and work with mom on using a supplementer. I don't think I
would even recommend pumping or drugs at all. Just holding and encouraging
at breast feeding.
Mother will not have to focus on how much milk she is making, nor how long
it will take, she will just be breastfeeding her babies.
Encourage her to accept help from friends and family for all other tasks.
