In some populations, because of the frequency of certain genes, many 14 year
olds have enough facial hair to be shaving, especially on their upper lips,
especially if the school has a dress/grooming code that doesn't allow any
facial hair on boys.

Also, of course, some kids in 8th grade have flunked a few grades, and are
16, and driving themselves to junior high.
