Become a place where women who are already nursing successfully can get together weekly or monthly, and encourage women to go prenatally as well. By exposing pregnant women to successful nursing mothers, the hospital will make its own job much easier when those women deliver. And starting a group like that doesn't require expertise or money or rewriting any policies.
