Jennifer, I sympathise with your nursing strike situation because the solutions are often not clear cut. The suggestions you have made to date are all good ones. Additionally, I would convey that while this is a hiccup in her breastfeeding relationship, it is not a time to wean. I hope the father isn't applying pressure in this regard although reading between the lines this seems feasible. Babies want to breastfeed and most will transition back to the breast when expectations are lowered. I find that taking the emphasis off baby's lack of breastfeeding, having mother maintain pleasant contact with her baby with no expectation of a breastfeed, having her gently maintain milk production by expressing and having her view time as her friend, will see most striking babies resume breastfeeding soon enough.
