I can't believe that lactose intolerance actually occurs in as many BF babies as some would lead us to believe. Of course, there is the argument that humans are not really intended to consume the milk of another species, but that discussion is OT. Human milk is the biological norm, so blaming a "problem" that common on the milk alone doesn't make sense. Too often, the "quick fix" is to blame the breast milk and give the baby something else even more foreign than cow milk based substitutes. I think the first thing that should be attempted when LI is suspected is getting a larger proportion of "hind milk" into baby. This would start with "finish the first side first" if mom is being too concerned with getting baby to take both sides at every feeding. Then several successive feedings (or all feedings in a given time frame) on one side before switching. If these don't make a difference, then total dairy elimination on mom's part might be the next approach. If none of these work, I have heard of drops that can be given to baby to help him/her tolerate the lactose if it really seems to be intolerance. Have you checked the archives? I know there has been lots of discussion on this topic over tha past couple years.
