There was a bill in the last session of the California Assembly dealing
with this issue.  While I am unaware of any collective bargaining
agreements that contain lactation accomodation langauage, the bill's
language might be a good place to start drafting contract langauage
(I've attached the bill as a pdf document.  Below is a website that might
also prove helpful. The site is the ILO's guide for contract negotiations
aroung gender equality issues.
