Sounds like cyanosis to me, probably more obvious to the Mom on the baby's tongue than anywhere else. Hypoxia could result from the baby having a hard time breathing right after vomiting, or a vagal bradycardia kind of thing, or a heart defect as Rachel mentioned, which Down's children are at higher risk for.
