A couple of years ago, I did some searching on this issue and couldn't find anything to confirm that it was illegal, which surprised me. I found that there were people selling milk as much as $3 an ounce. I am sure the milk is fine, in most cases, but I think, when people start thinking that donating breast milk is a good
way to make a significant amount of money, there will be those who will
be tempted to do things to increase the value, by adding some water,
formula, or something else to it. I suggest that adoptive mothers who are interested in getting donated breast milk look into one of the organizations that facilitate that, with mothers who just donate, and not sell, their milk. The receiving mother pays all expenses of expressing, storing and shipping the milk, and may give the donating mother gifts, but that is all. Sometimes, the donating mother has some tests done, initially, to prove that she is healthy.

Things have sure changed. It was only 17 years ago that I was severely chastised by someone who is well known in the breastfeeding community, for suggesting that adoptive moms might accept donations of EBM from a trusted friend or relative. I had several friends, over the years, who gave me some of their extra milk for my adopted children, which I appreciated greatly!
