I wonder where this myth came from?  The following is correct as double
checked with the addictions counsellor who is a co-worker:  

Marijuana usage is most emphatically not legal in Ontario, or anywhere
else in Canada.  Possession and use are part of the Criminal Code of
Canada, though there are some suggestions about moderating that.  There
is highly restricted usage permitted for a small range of medical
conditions (ie terminal cancer).  The local child welfare agencies get
seriously bent out of shape if a parent is known to be using.  At the
very least they expect an alternate caregiver to the person using. 

At the handouts from a conference last year, Tom Hale noted that effects
of marijuana use include decreased prolactin.  He notes that MJ
concentrates in breast milk and suggests 24-48 hours of pumping and
dumping.

Don't forget that the effects of MJ aren't limited to the THC that
passes through milk.  There's the second hand smoke effect as well.
