Del - you do need to know which part, sorry, as of course they are 
two different countries. Northern Ireland has a few NCT breastfeeding 
counsellors, and LLL, and an official (devolved) government programme 
to support breastfeeding, with some good materials.

The Republic of Ireland has the Irish Childbirth Trust, whose name in 
Gaelic is Cuidiu, and they have breastfeeding counsellors.  LLL is 
also present in the RoI. As far as I know, there is no breastfeeding 
strategy for the RoI.

A web search would give you more info, but I hope this info gives 
your friend a start.
