     At my facility clipping is done by the dental/oral surgery people.  They
are used to doing frenotomies on older children who are referred by speech
therapists and use general anesthesia and a laser, so it is a big procedure.
Of course, a general anesthesia and a laser are overkill for frenotomy in a
newborn IMHO but, maybe that's where they were coming from.
