That whooping sound to the breathing is called stridor.  It signals a
narrowing in the airway, either because milk has "gone down the wrong
pipe", or there is laryngomalacia, or some other increase in the
resistance of the airway.  Of course the pedi should be consulted, and
an occupational therapist as well, as they are the specialists in
swallowing.
        Stridor is likely to be related to swallowing if it increases right
after the feeding.  It could be related to the baby's position if it is
worse before the feeding.
        Things that you can try to help them with breastfeeding:  let mom try
nursing with baby either prone (laying on his belly on her chest) or
sitting up at her side, with her arm supporting him behind his
shoulders.  She could also try nursing him alone, without his sister, to
slow the milk flow, in case swallowing is the issue.
