I agree with you Kathy - just what is the problem?

You don't say who suggested this apparently perfectly adequate weight
was not adequate, but whoever it is, is in any case making the
mistake of looking at weight alone and not the 'whole' baby.

If the baby is as you say, healthy and thriving, if the baby is happy
and content, then what is there to worry about?

This mother is doing wonders in expressing for her baby for this
long, which as we know needs patience and dedication. And then
someone comes along and undermines her like this.....

Not only that, this is a baby due for surgery to correct the
cleft..and will therefore be at undeniable risk of infection (in
hospital, and via the surgical procedure itself) and this 'someone'
is prepared to suggest formula, and thereby  risk undermining the
powerful immune protection conferred by breastfeeding?

Sadly, this may be 'someone' who may well have this mother and baby's
interests at heart, who may genuinely care, and who may be sincere in
their recommendations.

But that's just not enough.
