I read this to mean restricting in-hospital marketing to parents -- 
not restricting the access of formula sales reps to patients (which 
doesn't happen anyway, as Betsy Riedel points out), but restricting 
the ads on the hospital TV channel and the sample bags and logo badge 
holders and whatever other subtle and not-so-subtle marketing occurs 
in hospitals to imply endorsement of infant formula.
