Surely the best possible solution, is local mothers without HIV, who are 
in poverty, being paid to donate their milk to such babies, or even 
wet-nurse them?  Thus raising their income level so they can support 
their own families, and feed local babies?

The issue isn't the milk, surely, but local sustainable solutions, that 
don't eat up resources than could be better used?

Or have I missed something?
