When supplementation is really necessary the crucial thing is that the mother really uses at-breast supplementation and perseveres doing so. That means that it is necessary to find the type of device which she simply likes. Some prefer just a Syringe with a soft tip and immediately figure out how to add milk while breastfeeding. This is fine for small quantities, seldom a mother perseveres with this method. The tubing inserted into a bottle is a low cost solution. However, the tubings can have different Diameters, are usually stiff and might disturb a good latch. The Advantage is that you can insert it after the Baby has latched. In any case when it is obvious that Supplementation is necessary for more than a week I suggest the SNS. I do not suggest LactAid, simply because it is not available here. With good Explanation and showing how to use it the SNS is easy to handle for most mothers. From all the devices the SNS is the most versatile to achieve different flow Speeds which are described in the booklet "Parent-Info: Breastfeeding with the Supplementary Nursing System" (available online). The different flow Speeds are very helpful for the different phases of using any at-breast-supplementation, also described in this booklet. The three phases are very helpful for a satisfactory experience and for weaning from the device.
