Your description of the baby not latching and nursing well does not appear to
be the cause of the mom's implants. There are so many other possibilities;
bottles in the hospt, poor latch, ineffective sucking, possible "nipple
confusion", lack of milk supply, just to name a few.  Until these are
addressed I wouldn't go looking at the content of her milk.
Silicone implants have been discussed on LN so checking the archives may be
helpful.  I have a problem with this fear that silicone is leaking from her
implant. If this is happening then the implant will deflate and mom will
become aware of this.  There was a study that leaking silicone, from a known
implant that ruptured, was not a problem to the infant.  So what is the other
option for this mom, to give formula, this comes with a long list of risks.
I think the first thing this mom needs to do is frequent pumping, to empty
the breast, stimulate her production and get an idea how much she is making.
I would revisit the SNS and set a time line of, say 2 weeks. then reevaluate.
 If she agrees to the SNS then I would stop the pumping, too much added work.
